Worker's Compensation Coverage
PEO: Coverage can be provided under PEO's master policy or coordinated master policies (some states allow worksite co-employers to carry out client-level WC programs).
Risk and Safety Management
Payroll: Client responsibility.
PEO: PEO administers claims management and the tools for safety program compliance.
Employer of Record
Payroll: The client is the employer of record.
PEO: A PEO is the federal and most state employer of record. Certain states require client-level reporting, and the PEO has power of attorney to pay.
Human Resources Administration
Payroll: The only human resource responsibilities supported are payroll, but the worksite employer is responsible for following proper HR policies and remaining compliant with laws and regulations.

Regulatory Compliance
