Certain states require client-level reporting, and thePEO has power of attorney to pay. ###### Human Resources Administration **Payroll:** The only human resource responsibilities supported are payroll, but the worksite employer is responsible for following proper HR policies and remaining compliant with laws and regulations. **PEO:** Human resource responsibilities are supported by PEO, but the worksite employer is responsible for following proper HR policies that are compliant with laws and regulations. ###### Regulatory Compliance **Payroll:** Does not manage responsibilities related to regulatory compliance. **PEO:** PEO manages responsibilities related to regulatory compliance. ###### Employee Benefits and Administration **Payroll:** Can provide the tools for benefits administration. **PEO:** Coverage can be offered under PEO master policies, or the client may use their own policy.
